Biography
Professor Dimitrios Skiadas is the Constantine G. Karamanlis Chair in Hellenic and European Studies at the Fletcher School of Law and Diplomacy, Tufts University (as of 1 September 2025).
Dimitrios Skiadas is an expert on EU Law, Governance and Policy. He is a Professor and Jean Monnet Chair holder at the Department of International and European Studies/University of Macedonia in Thessaloniki, Greece, where he has introduced the first (in Greece) undergraduate module on combating fraud and corruption in the EU context. He has been also awarded a Jean Monnet Module on "Protecting the EU Financial Interests against Fraud and Corruption".
His teaching and research record includes the position of Visiting Professor at the Law Department of Goldsmiths University of London (UK), Visiting Researcher at the Center for the Study of Europe at Boston University (USA), as well as teaching (undergraduate and postgraduate) courses extensively on topics of his expertise at the Hellenic National School of Public Administration, the National and Kapodistrian University of Athens, the University of Durham (UK), the Hellenic Air Force Academy, the Hellenic Supreme Joint War College, etc.
He has served as Vice President of the Research Committee at the University of Macedonia (2017-2025) and as President of the Research Ethics Committee at the University of Aegean (2019-2022).
His professional record includes the position of Secretary General for Commerce at the Greek Ministry of Development, the position of Special Secretary of European Union and Management of European Programmes at the Greek Ministry of Education, the position of Executive Secretary at the Region of South Aegean, the position of Scientific Associate to the Vice President of the Special Permanent Committee of EU affairs at the Hellenic Parliament, etc. In the private sector he has been active as Director at a Vocational Training Centre, and he has occupied senior posts in various firms.
He is a member of the Management Board of the European Centre for the Development of Vocational Training (CEDEFOP) and has served as a member of the Education Committee of the Council of Ministers of the European Union, of the Greek Monitoring Team on the Lisbon Strategy of the EU, and of the Monitoring Committee of the EU Support Framework as well as of various EU Operational Programmes in Greece.
He is a member of various professional and research organizations and think tanks, such as the Association of Certified Fraud Examiners, the Association of Greek Public Law Experts, the Hellenic Association of European Law, the Hellenic Association of Administrative Studies, the Hellenic Association of Regional Scientists, the Hellenic Association of Political Scientists, etc. He is an Honorary Fellow of the Association of Fellows & Legal Scholars of the Center for International Legal Studies (Salzburg, Austria).
Professor Skiadas is the author of books, contributions to collective volumes and books, and articles in peer-reviewed scientific journals, on subjects relating to the areas of his expertise, at national and international level. His research record includes the scientific responsibility, management and implementation of several national and international research projects.
He is a graduate of the Law School of the National & Kapodistrian University of Athens and holds an MJur and a PhD from the Law Department of the University of Durham (UK). His doctoral research was supported by a scholarship, based on academic merit, by the Greek Manpower Employment Organization. He is also a Certified Fraud Examiner and has successfully completed the Public Financial Management course of the International Monetary Fund (IMF).
His areas of interest are European Union Law & Governance, Public Law and Policy, Budgetary Law, FDI Law, Combating Fraud & Corruption, EU Cohesion Policy, Project Management.
