North Korea has not responded to multiple behind-the-scenes communications from U.S. President Joe Biden’s administration since mid-February, including messages sent to North Korea’s mission to the United Nations, NK News has confirmed.

“[Knowing] the other side’s motives and moves even before a full strategy is in place is basic negotiations 101,” said Sung-yoon Lee, a professor of Korean studies at Tufts University’s Fletcher School. “What’s concerning, although expected, is that the Kim regime is unresponsive and playing hard to get.”
