Five-Year Plan Lacks Climate Ambition

China on Friday released a draft blueprint of its latest Five-Year Plan for economic growth, and climate experts said it dashes hope that the world's largest greenhouse gas emitter would use the landmark document to meaningfully ramp up its response to global warming.

"The long-term success for achieving that goal really depends on near-term action," said Kelly Sims Gallagher, who oversaw Chinese climate diplomacy for the Obama White House. "The higher they let emissions continue to rise in the near term, the harder it gets to turn the curve downward. And then you have to have even steeper and faster emissions reductions after the peak."
