Abstract
When assessing involvement in attacks against maritime targets, the data show that terrorist groups have remained a distinct minority. The motivations behind attacks against maritime targets of all kinds appear far more oriented toward criminal profiting than any sort of political ideology. The projection of future trends and patterns appear consistent with previous years, in terms of hotspot locations, tactics, and perpetrators.
