Somalia is suffering a severe famine, but by using the existing social structure and an understanding of Somali culture, international relief organizations can manage to successfully distribute food. In addition, the system used for food distribution can help to rebuild political structures that were torn apart by the ouster of Mohamed Siad Barre and the civil war that ensued. -Authors
