Sheehan served as Executive Associate Dean (chief operating officer) at The Fletcher School of Law and Diplomacy (Tufts University) from 1999 to 2020. From1985-1999, he was the School’s Associate Dean for Admissions and Student Affairs. Prior to joining The Fletcher School, he worked as Deputy Director for Graduate Programs at the School of Foreign Service, Georgetown University; as a staffer for the Subcommittee on International Development in the US House of Representatives; and as a Peace Corps volunteer and later professional staffer in the Central African Republic.

He has served on number of national advisory committees including the National Security Education Program (Department of Defense), the Program in Public Policy and International Affairs (Woodrow Wilson National Fellowship Foundation), the Institute for International Public Policy (United Negro College Fund), and various national screening and selection panels such as the Department of State’s Foreign Affairs (now Pickering) Fellows program and the U.S. government’s Muskie Fellowship program. He has held several leadership positions in APSIA (the Association of Professional Schools of International Affairs).
