Defense Dept. Official David Chu to Speak Nov. 19 at Fletcher School;
Will Assess the All-Volunteer Force at 30

Medford, Mass.-- David C. Chu, the Defense Department's top policy
adviser on the All-Volunteer Force, will deliver the Charles Francis
Adams Lecture Wed., Nov. 19, beginning at 5 p.m. His speech is entitled
"Sustaining America's Global Responsibilities: The All-Volunteer Force
at 30."

Established at the conclusion of the Vietnam War in 1973 when this
country discarded the draft, the All-Volunteer Force turns 30 years old
this year. At a time when the United States is at war, it’s appropriate
to ask some searching questions: How well has the All-Volunteer Force
performed over the years? Can it continue to attract enough enlisted personnel,
even during wartime, to maintain troop strength without re-instating the
draft? And, can it adapt to the new global reality of non-state actors
[such as terrorists] and asymmetrical warfare?

These are kinds of questions Dr.Chu is expected to address. As
Under-Secretary of Defense for Personnel and Readiness, Dr. Chu
oversees the state of military readiness. He is the senior policy
adviser to the Secretary of Defense on matters of recruitment, career
development, pay and benefits for over 3 million active duty National
Guard and Reserve personnel, and civilian employees.

Dr. Chu received both his BA degree in economics and math and his PhD in
economics from Yale University.
