The Jebsen Center actively contributes to and participates in numerous counter-terrorism events that are designed to further the professional development of counter-terrorism professionals. Jebsen Center Director and Researcher Publish New Textbook

In Weapons of Mass Destruction and Terrorism, Jebsen Center director Brigadier General (Retired) Russell Howard and Dr. James Forest, with Jebsen Center researcher Natasha Bajema, have collected original and previously published seminal articles and essays by scientists, academics, government officials, and members of the nation's security and intelligence communities. The editors and several of the authors write from practical field experience in nonproliferation and counterterrorism efforts. Others have had significant responsibility for developing government policies to address the threat of weapons of mass destruction and terrorism. The contributors include a majority of the significant names in the field, including Bruce Hoffman, Brian Jenkins, Jonathan Tucker, Rohan Gunaratna, David Franz, Richard Betts, William Rosenau, and David Albright.

Brown-Bag Lunch Discussion Group

The Jebsen Center sponsors a series of monthly brown-bag study group sessions focusing on salient issues in counter-terrorism policy. This informal discussion aims to encourage a student dialogue about causes and consequences of transnational terrorism. No background in counter-terrorism studies is needed. Passion and Curiosity about solutions to predicting, preventing, or preempting terrorism are welcome.   • BG (Ret) Russell Howard to speak at the NATO School in Oberammergau, Germany On Thursday, May 22, 2008 BG (Ret) Russell Howard will address the NATO Defense Against Terrorism Course at the NATO School in Oberammergau, Germany. BG (Ret) Howard will speak to the students on Pre-emptive Doctrine: No Other Choice and Winning the Campaign Agaist Terrorism. The aim of the course is to provide foundation knowledge of the global and regional threats of terrorism, including its various forms, resources, means and tools as well as global, regional efforts in combating terrorism.
  • BG (Ret) Russell Howard to speak at the 2008 Special Operations Command Conference in Tampa, FL On May 20th BG (Ret) Russell Howard will speak at the 2008 Special Operations Command Conference in Tampa, Florida. This event brings together organizations to meet and enhance the collaboration between Special Operation Forces and Industry.
  • BG (Ret) Russell Howard to participate in Asymmetrical Warfare Conference On May 7-9, 2008 BG (Ret) Russell Howard will participate in a conference on Asymmetrical Warfare hosted by North Georgia College & State University and the McCormick Foundation.
  • Dr. Rohan Gunaratna, Jebsen Center Fellow and head of the International Centre for Political Violence and Terrorism Research meets with President Hamid Karzai in Kabul, Afghanistan In counter terrorism capacity building in Afghanistan, the Jebsen Center for Counter-Terrorism Studies at the Fletcher School for Law and Diplomacy collaborated with the International Centre for Political Violence and Terrorism Research in Singapore. A Jebsen Fellow serves in Kabul's CAPS, a research and training centre described by Afghan President Hamid Karzai as 'remarkable'. here
  • BG (Ret) Russell Howard assisted Defense Alternatives International (DAI) to complete its second civil-military operations training course in Jos, Nigeria From April 23-May 3, 2008 Jebsen Center Director, BG (Ret) Russell Howard assisted Defense Alternatives International (DAI) to complete its second civil-military operations training course in Jos, Nigeria, as part of a year-long project in support of the Trans-Sahara Counter-Terrorism Partnership (TSCTP). The first course took place in Ghana, last November. This innovative curriculum challenges militaries to re-evaluate traditional strategies in the face of new and emerging threats such as overpopulation, competition for resources, and climate change. Exploring these new threats and their likely effects on national security, the interactive and discursive course debates how West African militaries can best position existing security forces to counter destabilizing trends such as unemployment, food shortages, and a disaffected citizenry. Authored and delivered by Africans and a US counter-terrorism expert, it provides a framework for understanding how civilian partnerships can advance national security objectives and suggests that civilian partnerships and pre-crisis civil-military relationships can support national security efforts to promote peace and stability.
  • Jebsen Center Hosts Law Enforcement Training Featuring Fletcher Student Research On March 11, 2008, the Jebsen Center--in collaboration with the Boston, Massachusetts U.S. Department of Justice Intelligence Analyst Working Group--hosted a professional development luncheon that presented threat scenarios to metro Boston targets. The presentations were given by groups of Fletcher School graduate students, who had developed terrorist modus operandi and vulnerability assessments of potential area targets in a class exercise under the direction of BG (ret.) Russell Howard, the Director of the Jebsen Center for Counter-Terrorism Studies. The training session attracted more than 60 Boston-area law enforcement, intelligence, and emergency first-responder professionals, who engaged in lively Q&A with the student presentation teams. Presentations highlighted potential vulnerabilities and strategies to deter possible terrorist attacks in the Boston area.
  • The Jebsen Center and the International Security Studies Program at The Fletcher School will host Stephen Flynn who will present Terrorism and U.S. Border Control: How the Politics of Security in Trumping Real Security On Monday, March 3, 2008 the Jebsen Center and ISSP will host Stephen E. Flynn who will present "Terrorism and U.S. Border Control: How the Politics of Security is Trumping Real Security. Dr. Flynn is the Jean Kirkpatrick senior fellow for National Security Studies at the Council on Foreign Relations. He is the author of the critically acclaimed The Edge of Disaster: Rebuilding a Resilient Nation.
  • Jebsen Center to Host Countering Terrorism in Africa Through Human Security Solutions, February 28-29, 2008. On February 28 and 29, 2008, the Jebsen Center for Counter-Terrorism Studies will present a two-day conference, "Countering Terrorism in Africa Through Human Security Solutions." The conference—which is co-sponsored by the Fletcher Institute for Human Security, the Feinstein International Center at Tufts University, and the Conflict and Human Security Studies Program at the U.S. Military Academy, West Point—will feature three panels highlighting the complex political, development, and security environment in Africa and its implications for international policymakers.  Register for the event or learn more about the speakers and schedule at the "Countering Terrorism in Africa through Human Security Solutions" conference website http://fletcher.tufts.edu/AfricaConference.

  • JCCTS Associate Director Stacy Neal to Speak at the EastWest Institute’s Worldwide Security Conference. On February 20, 2008, Stacy Neal will speak on a panel discussing “The Role of Business in Countering Terrorism and Extremism” at the EastWest Institute’s Fifth Worldwide Security Conference in Brussels, Belgium. The conference, co-hosted by the World Customs Organization and the Ministry of Foreign Affairs of Japan, will be held from February 19-21 and will gather 750 leaders from businesses, civil society, governments, and academia to discuss the security of people, economies, and infrastructure.   • Joint Special Operations University at Hurlburt Field, Florida is recognized for the successful development of the JSOU Press. On February 8, 2008 the SAIC team supporting Joint Special Operations University at Hurlburt Field, Florida, was recently recognized for their work developing, launching, and maturing the JSOU Press. This series of professional publications has become an acknowledged forum for strategic ideas of importance to the international special operations community.   • BG (Ret) Russell Howard to speak at The MITRE Corporation On January 17, 2008 BG (Ret) Russell Howard will speak at The MITRE Corporation to a group of intelligence analysts from several different agencies as part of a course designed to instruct on various analytical tools, team dynamics, and intelligence.
