Professor Toshi Yoshihara

Toshi Yoshihara is the John A. van Beuren Chair of Asia-Pacific Studies and professor of strategy in the Strategy and Policy Department at the U.S. Naval War College.  He is an affiliate member of the China Maritime Studies Institute at the war college. Previously, he was a visiting professor in the Strategy Department at the U.S. Air War College. Dr. Yoshihara has also served as an analyst at the Institute for Foreign Policy Analysis, RAND, and the American Enterprise Institute. 

His articles on Chinese seapower, maritime strategy, and Asian security issues have appeared in Journal of Strategic Studies, Asian Security, Washington Quarterly, Orbis, World Affairs, Comparative Strategy, Strategic Analysis, Journal of the Indian Ocean Region, Naval War College Review, Joint Forces Quarterly, and Proceedings.  Dr. Yoshihara is co-author (with Dr. James Holmes) of Red Star over the Pacific: China’s Rise and the Challenge to U.S. Maritime Strategy (Naval Institute Press, 2010), which was named essential reading for the U.S. Navy’s Professional Reading Program.  Translations of Red Star over the Pacific have been published in Japan, South Korea, and Germany.  Translations are nearing completion in China and Taiwan.      

Dr. Yoshihara has testified before the House Foreign Affairs Committee and the U.S.-China Economic and Security Review Commission.  He has delivered lectures at the National Institute for Defense Studies in Japan, the Maritime Staff College in Japan, and the Naval War College in India.  He has been quoted and cited in the Wall Street Journal, Yomiuri Shimbun, Asahi Shimbun, Sankei Shimbun, Sekai Nippo, South China Morning Post, Straits Times, The Australian, Sydney Morning Herald, Taipei Times, and Defense News.

He holds a Ph.D. from the Fletcher School of Law and Diplomacy, Tufts University, an M.A. from the School of Advanced International Studies, Johns Hopkins University, and a B.S.F.S. from the School of Foreign Service, Georgetown University.
