Killing Cash
Pros and Cons of Mobile Money for the World’s Poor: A Look at Both Sides of the Coin

Open to the general public, this full-day conference featured a series of debates and dialogues on the role of e-cash and its impact on the global "base of the pyramid" and regulatory regimes. Anthropological, economic, and security perspectives were addressed.

Fletcher School Leadership Program for Financial Inclusion (invitation only)
In a unique two-week training program, CEME hosted a cohort of 10 individuals drawn from leadership posts in regulatory and policymaking bodies that work on advancing and promoting policy and regulatory reforms that enable innovative products and services which meet the needs of the poor and unbanked. The Program provided these regulators and policymakers, who are on the forefront of financial inclusion, with the leadership skills to take their work to the next level through original curriculum and events developed by The Fletcher School, drawing upon current developments and cases in the inclusive finance sector, and including roundtables and expert presentations in the area of branchless banking. Participants in the Program will each produce original policy briefs to be presented in relevant international events. Funding is provided by the Bill & Melinda Gates Foundation. Attendance was by invitation only.

Country Management: Strategy, Operations and Leadership in Emerging and Frontier Economies
This limited-attendance seminar was intended for high-level corporate officials and decision-makers dealing directly with country management issues or the oversight of a multi-country strategy, as well as scholars and students who interested in addressing the key challenges involved in managing across borders and within different regional markets. A wide range of academic, industry, governmental, civil society, geographic, and other perspectives were represented in the dialogue, which featured a series of practical cases and scholarly papers highlighting real-life scenarios and core aspects of country management. The closing session of the seminar looked toward the development of future research and educational frameworks for world-class country management.

Ignacio Mas, deputy director of the Financial Services for the Poor initiative at the Bill & Melinda Gates Foundation, spoke about why the poor need a safe place to save and building effective, scalable mobile money platforms to meet their needs.

Financial Roundtable Special Event: Sovereign Wealth Funds and CEME’s Sovereign Wealth Fund Initiative
Open to Fletcher students interested in becoming involved with the Sovereign Wealth Fund Initiative (SWFI), this event featured CEME Fellows Dr. Eliot Kalter, Thomas Holt, and Patrick Schena, who reviewed the SWFI’s progress to date, hot topics in sovereign wealth fund management, and research opportunities with SWFI.

Banking Along the Last Mile with Claire Alexandre, Gates Foundation
Claire Alexandre, Senior Program Officer in the Financial Services for the Poor program at the Bill & Melinda Gates Foundation, reviewed the role of technology, and in particular the spread of real-time communications networks, that permits banks to delegate ‘last mile’ cash management and customer servicing functions to third-party retailers like Walmart and the corner store. This talk discussed how new service providers are transforming the economics of low balances and small transactions and challenging current regulation.

Mobile Financial Services in Africa: Onto the Third Generation with David Porteous, BFA
CEME and the Hitachi Center for Technology and International Affairs hosted David Porteous, founder and director of Bankable Frontier Associates, a consulting firm specializing in policy and strategy which promotes financial inclusion, serving financial regulators and policymakers, private financial providers, bi-lateral and multi-lateral donors and private foundations around the world. He presents the opportunities and challenges of third-generation mobile financial services in Africa.

 


September 15, 2010:

CEME Fellows Bi-Annual Meeting and Fletcher Social Hour
CEME convened its Fellows for a bi-annual meeting to review research agendas and upcoming CEME activities for the 2010-2011 academic year. CEME fellows then joined the Fletcher student body for a CEME-hosted Social Hour at The Fletcher School.
