Global population displacement now largely occurs in urban settings, where humanitarian agencies are challenged in multiple ways. There is much disagreement about the definition of urban internally displaced persons (as opposed to migrants), how to locate and count them and what type of assistance to provide. In this talk, Professor Jacobsen discusses some of the issues that arose during her experience this past year with heading the Joint IDP Profiling Service, headquartered in Geneva and charged with providing information about IDPs to UN agencies and major international NGOs. The approach used by the service is truly innovative, but the politics of joint agency work was a major challenge.
