Ambassador Rouben Shougarian is a Visiting Scholar/Lecturer at the Fletcher School of Law and Diplomacy, Tufts University. Ambassador Shougarian was born in Moscow, Russia, in 1962. In 1966 his family moved to Armenia. He graduated with honors from the Yerevan Linguistic University in 1985 and completed with distinction post-graduate studies in philosophy, theory of culture and aesthetics at the Yerevan State University in 1989. After Armenia regained independence, he became its first Ambassador to the US (1993-1999), Deputy Foreign Minister (1999- 2005) and Ambassador to Italy, Spain and Portugal (2005-2008). Since 2008, Ambassador Shougarian has moved to Boston, MA with his family. Throughout his career he has had numerous public appearances, talks and lectures at leading US, European, Russian and Middle Eastern think tanks and universities. He has authored several articles on conflict resolution, regional cooperation and on the new geopolitical identity of the Black Sea/South Caucasus region and a book titled West of Eden, East of the Chessboard.
